Ukraine, Iran and the new grammar of war


Wars are usually studied after they are over. Militaries write reports, officers study maps, governments appoint committees and lessons are slowly converted into doctrine.

The problem is that today’s wars are changing while they are still being fought. The Russia-Ukraine war and the 2026 US-Iran conflict are two very different wars. One is a prolonged land war between two states with deep reserves of manpower and artillery; the other has demonstrated the reach of long-range precision weapons, drones and modern air and missile defence. Yet together they offer India something more valuable than a catalogue of weapons: a glimpse of what a future high-intensity conflict could demand from a military and the country behind it.

India should study both carefully not to copy either battlefield, but to understand what they are telling us about the next war. The first lesson from Ukraine is uncomfortable, a modern war can become a war of endurance very quickly.

When Russia launched its full-scale invasion in February 2022, many expected a relatively short campaign. Four years later, the conflict has demonstrated the opposite. It has become a contest of manpower, ammunition, industrial capacity, technology, logistics and national will. RUSI’s assessment of the war describes the modern battlefield as a tightly connected system of artillery, electronic warfare, air defence, drones, engineers, infantry and logistics.

For India, this matters enormously. The Indian military has spent decades preparing for limited, high-intensity contingencies. But a conflict with a major military power could test the country’s ability to replace weapons, ammunition and equipment far beyond the opening weeks of a war.

It is easy to count fighter aircraft, tanks, warships and missiles during peacetime. The harder question is: how many can India sustain when the shooting does not stop?
Ukraine has made that question impossible to ignore.

The second lesson is the extraordinary rise of the drone. Drones have moved from being useful surveillance platforms to becoming part of almost every layer of warfare. They find targets, correct artillery fire, attack personnel and vehicles, conduct reconnaissance and increasingly support logistics. Cheap systems can be lost in large numbers and replaced quickly. RUSI has noted that many unmanned systems used in Ukraine are lost in combat, reinforcing the need for affordable and attainable platforms rather than treating every drone as a precious asset. This has a direct Indian relevance.

India does not need merely a few sophisticated drone programmes. It needs the capacity to produce large numbers of different types of unmanned systems and replace them rapidly. It needs batteries, engines, cameras, communications equipment, navigation systems and software. It needs trained operators at much lower tactical levels than before. And it needs to assume that the enemy will have the same capabilities. That brings us to electronic warfare.

A drone that can see you is dangerous. A drone that can see you while your own communications are being jammed is much more dangerous. Ukraine has demonstrated that the electromagnetic spectrum is now a battlefield in its own right. Communications, satellite navigation, radars and unmanned systems can all be disrupted or targeted. The implication for India is straightforward: a formation must be capable of fighting even when its preferred communications network, navigation system or data link is degraded. That means redundancy.

It means alternative communications, navigation, command posts and sensors. It also means training soldiers to operate when the digital picture is incomplete. The fourth lesson is about mass versus sophistication. India has good reason to invest in advanced fighters, submarines, missiles, air-defence systems and sensors. But the Ukraine experience suggests that high-end platforms cannot exist in isolation. They need cheaper systems around them.

A highly capable missile may destroy an important target. A cheap drone may find that target. An electronic warfare system may blind it. A decoy may protect the real system. A conventional artillery shell may ultimately achieve what a much more expensive precision weapon cannot do economically. The future force will therefore have to be a mixture of exquisite and expendable systems.

That is an important change in thinking for a country like India, where procurement has historically been platform centric. The question should increasingly be: what combat effect can the entire system have, and at what cost?

The 2026 US-Iran conflict offers another warning—the economics of air defence.Modern air defence can be extraordinarily effective, but it is also expensive. The United States and its partners have used large numbers of high-end interceptors during the conflict. CSIS has warned that sustained operations can rapidly reduce inventories of systems such as Patriot and THAAD, creating a readiness problem even for a military as powerful as the United States. That should make Indian planners uncomfortable.

An enemy does not have to defeat an air-defence system outright. It may simply try to exhaust it. If a relatively inexpensive drone requires a very expensive interceptor every time, the defender eventually faces an unfavorable economic equation.

India therefore needs layered air defence: long-range systems, medium- and short-range missiles, guns, electronic warfare, sensors, interceptor drones and, where technologically mature, directed-energy systems. The objective should be simple: do not use a billion-rupee answer to solve a million-rupee problem unless there is no alternative.

The Iran conflict also reinforces another lesson: air bases and military infrastructure cannot be assumed to be safe. Long-range missiles and drones can threaten aircraft, runways, fuel storage, radars and command centers well away from the front. For India, this means greater emphasis on hardened infrastructure, camouflage, deception, decoys, runway repair, alternate operating bases and dispersed logistics.
The Indian Air Force has understood the vulnerability of air bases for decades. What has changed is the scale and variety of the threat.

The same logic applies to the Navy. Indian warships are increasingly operating in an ocean filled with long-range missiles, submarines, drones, satellites and unmanned underwater systems. The traditional idea of a fleet being protected simply by its distance from the coast is no longer sufficient.

The Indian Ocean itself is becoming a transparent battlespace. The third and perhaps most important lesson is information. The side that sees first has an advantage. The side that understands what it sees has a bigger one. And the side that can turn information into action quickly may have the decisive advantage.

Ukraine has demonstrated the importance of satellites, drones, commercial imagery and rapidly shared battlefield information. Iran has shown the destructive potential of intelligence-led long-range targeting. For India, this means intelligence, surveillance and reconnaissance cannot remain compartmentalized. The Army, Navy, Air Force and intelligence agencies need to see the same battlefield, even if each sees it from a different angle. This is where India’s own recent experience becomes important.

Operation Sindoor provided India with a contemporary case study of integrated military operations. The Defence Ministry has described it as a short-duration, high-intensity operation that demonstrated jointness, precision and the growing importance of AI, autonomous systems, data analytics and secure communications. The Chief of Defence Staff has also specifically highlighted the operational value of indigenous UAVs and counter-UAS systems during the operation. That experience should now be treated as part of India’s continuing military learning process. The lesson from Ukraine is not that India should prepare for a trench war.

The lesson is that the character of war can change faster than military procurement cycles. A drone developed for reconnaissance can become a strike platform. A commercial satellite can become a military sensor. A civilian communications network can become a wartime lifeline. A small software modification can change the usefulness of an existing weapon. Military innovation is therefore no longer something that happens only inside defence laboratories. It can happen in a garage, a start-up, a university or a small manufacturing unit. That makes India’s Aatmanirbharta effort much more important than simply replacing imported weapons with Indian ones.

The real objective should be to build an industrial ecosystem capable of responding quickly when the battlefield changes. India’s Defence Ministry has itself stressed the need to shorten the journey from research to prototype, testing and deployment. That may prove to be one of the most important reforms of all. Because the next war will punish slow adaptation.

There is another lesson that India should not overlook: logistics is strategy. Fuel, ammunition, spare parts, transport aircraft, ships, repair facilities and roads rarely make exciting headlines. Yet Ukraine has shown that a military can possess impressive weapons and still struggle if those weapons cannot be supplied, repaired or replaced. India’s geography makes this particularly important.

The country has to prepare for operations across the Himalayas, the western frontier and the Indian Ocean, sometimes simultaneously. A road that looks like infrastructure during peacetime can become a military lifeline during war. A fuel depot can become a strategic target. A railway junction can determine how quickly a formation moves. National infrastructure and military preparedness are therefore becoming inseparable. The same applies to civilian industry.

A prolonged conflict would not remain inside military bases. It would affect ports, power grids, telecommunications, financial networks, aviation, shipping and manufacturing. The military can fight the war. But the nation must sustain it.

That is why Ukraine’s most important lesson may be about national resilience. War has also challenged another old assumption: that superior technology automatically produces quick victory. It does not. Technology creates options. It does not remove politics, geography, human endurance or industrial limitations.

The United States can possess extraordinary precision-strike capabilities and still face the problem of ammunition stocks, escalation and the political consequences of military action. India must therefore avoid confusing technological superiority with strategic certainty. This is particularly important because India operates in a nuclear environment.

A future conflict with Pakistan or China cannot be viewed simply as a conventional contest of platforms. Every military action has escalation consequences. Every successful strike can alter the political calculation. Every tactical advantage must be weighed against what happens next.

India needs the ability not only to strike, but also to control escalation after the strike. That requires intelligence, political clarity, military discipline and a clear understanding of the desired end-state. This is where history remains useful.

The 1962 war taught India the cost of inadequate preparation in difficult terrain. The 1971 war demonstrated what joint military planning, logistics, political objectives and strategic preparation could achieve. Kargil in 1999 exposed weaknesses in intelligence and surveillance and led to major reforms. Ukraine and Iran are simply adding new chapters to that learning process.

The lesson India should take from both conflicts is not to predict exactly what its next war will look like. It should prepare for uncertainty. The Indian Army needs formations that can disperse, communicate securely and survive persistent surveillance. The Air Force needs survivable bases, deeper weapons stocks and resilient networks. The Navy needs to operate in an increasingly transparent Indian Ocean. All three Services need to share information and fight as one force.

And the country needs industrial depth to sustain them. The future battlefield will not belong exclusively to the side with the best fighter aircraft or the largest missile.
It may belong to the side that can see first, decide faster, replace losses sooner, adapt quicker and remain in the fight longer.

That is the real message coming from Ukraine and Iran. India does not have the luxury of learning these lessons after its next war begins. The time to study them is now.
